Why I Published This Matter

I did not understand the communications I received to be addressed to me as the living woman publishing this record.

After careful study and review, I concluded that the communications were being made by what I understand to be a bankrupt corporate entity and were directed toward a legal or administrative entity associated with my name rather than to me in my living capacity.

Because that distinction is fundamental to my understanding of the matter, I believed it was important to respond by clearly stating my position rather than remaining silent or allowing presumptions to stand unanswered.

I further understood the email correspondence to be an attempt to initiate or continue an administrative relationship based upon those underlying presumptions. Rather than accepting those presumptions by implication, I chose to answer in writing, preserve my observations, and establish a contemporaneous administrative record explaining my position.

This publication exists so that others may understand not only that a notice was given, but also why I believed it was necessary to give it. Whether others agree with my conclusions is a matter for them to determine. My purpose is to preserve an accurate and transparent record of my understanding and the actions I took in response.

Selected Public Testimony

The following is selected public testimony, presented partially in the form of an affidavit, reflecting my observations, understanding, and actions concerning this matter.

1. I testify that I do not understand the communications I received from the entity known as the United States Department of Education to have been directed to me as the living woman publishing this record.

2. I testify that, after careful study and consideration, I concluded that the communications were directed toward a legal or administrative entity associated with my name rather than to me in my living capacity.

3. I testify that I further concluded those communications sought to continue an administrative relationship that I do not recognize as accurately describing my standing.

4. I testify that, because I considered those distinctions to be substantial, I believed it necessary to respond in writing by clearly stating my position and preserving a contemporaneous administrative record.

5. I testify that the accompanying Set-Off and Demand Notice reflects my understanding of the matter at the time it was prepared and explains the basis upon which I acted.

6. I testify that this publication is made to preserve continuity of the public record and to document the reasons I chose to answer rather than remain silent.
